Juba: Test of Credibility over SPLM-N link

It is easy for the South Sudanese government to announce in good or bad faith that it has nothing to do with SPLM/N. But is this verbal announcement quite enough unless it has been translated into action?.

This is the core obstacle. Juba has repeatedly made these empty announcements since 2011. The existing evidence proves otherwise. A Geneva based international organization has reported that SPLM-N and the rebels in South Kordofan receive continuing logistic support from South Sudan.

Small Arms Survey organization said the rebels receive foodstuffs, military vehicles, fuel and all forms of persistent support from the South Sudanese government.

The report has also disclosed rebel training camps in West Bahrel Ghazal State let alone numerous pieces of evidence that the Sudanese army has about the existing link between the two sides. The report has affirmed that Juba hasn't broken up its link yet.

Addressing the Parliament last week, the Sudanese Defence Minister said Juba still supports SPLM-N.

What's the solution then? Is Juba unable to take real action due historical complications?

Does Juba insist on maintaining the link for strategic motives and settle political scores with Khartoum despite its meaningless seriousness?

Does the South Sudanese government lack agreed upon attitudes and decisions? Is President Kiir unable to enforce his decisions and follow up his commitments due to the opposition within the ruling movement and the army?

All these propositions are possible. We have seen how the joint cooperation signed last year has been obstructed by indifferent figures that why President Kiir relieved some of them months ago.

Disengagement is facing the same destiny for personal or historical reasons. The two countries therefore have to establish joint mechanism with full authority to accelerate the process because the process which South Sudanese failed to do.

The mechanism will facilitate disarmament, disintegration and reintegration of the troops and cessation of support including salaries and promotions.

The mechanism should work under the direct supervision of the two Presidents otherwise it will be obstructed by some senior South Sudanese army officers originally from South Kordofan and Blue Nile where the division 9 and 10 are stationed. The presence of these two divisions will threaten the national security of the two states.
