SACP Mpumalanga - Declaration of the 1st Provincial Council of the 8th Provincial Congress
South African Communist Party leadership meeting during March 2014.

We, the 347 delegates from branches of the South African Communist Party (SACP) in Mpumalanga, representing four districts and the YCLSA in the province, graced by Central Committee members, our alliance partners the African National Congress (ANC), Congress of South African Trade Unions (COSATU), South African National Civic Organisation (SANCO) and the fraternal international formation the Communist Party of Swaziland (CPS), convened the 1st Provincial Council of the 8th Provincial Congress, on Sunday, 23rd March 2014 at Siyathuthuka hall, eMakhazeni. The council received inputs from SANCO, COSATU and ANC, messages of solidarity from YCLSA and CPS; political inputs from Cde Jeremy Cronin, our 1st Deputy General Secretary and Cde Bonakele Majuba, Provincial Secretary.

The SACP in the province launched Provincial Chris Hani Red Brigades and thereafter conducted a massive Know Your Neighbourhood Campaign door-to-door at Ward 3 and 1B, eMakhazeni. The door-to-door was conducted with ANC volunteers, Mayor of eMakhazeni- Hamzer Ngwenya, COSATU Provincial Secretary - Cde Fidel Mlombo, ANC Provincial Treasurer - Cde Andries Gamede, and the SACP PEC led by Cde Bonakele Majuba as an election program to ensure a decisive electoral victory for the African National Congress.

Our Red Brigades have done tremendous work noting the 251 houses which were visited during the KYNC (door-to-door) on the same day of Provincial Council and 749 voters engaged to vote correctly. We will intensify our campaign as we are left with 6 weeks before the decisive victory for the ANC.

The passing on of Mama Martha Mahlangu

The council joined millions of revolutionaries, the South African population and the entire global society in mourning the departure of Mama Martha Mahlangu, an activist in her own right and the mother of one of the outstanding martyrs of our liberation struggle Solomon Kalushi Mahlangu. We are inspired by her courage during difficult times after the brutal killing of her son. We acknowledge the declaration by President Jacob Zuma for the Mahlangu house to be turned into a museum. This will assist the forthcoming generations to remain conscious about our history.

Human Rights Day Commemoration: Defend the working class power

The council took place during the human rights month. We noted some disturbing acts by the Police which can be characterised as the acts of police brutality. We are calling for consciousness amongst all citizens and respect for all rights enshrined in the bill of rights.

The working class must continue to fight for what they believe in without fear or favour for individuals and conglomerates that continue to undermine working class power. Political education must be the order of the day amongst our omrades. We will through our Red Brigades defend the working class rights across the province.

National Democratic Revolution: Defeat Detractors

The National Democratic Revolution remains the direct route to Socialism. This believe makes it hard for agents of imperialism to accept ANC`s alliance to the SACP hence they are hell-bent on undermining the vanguard role of the SACP.

The ongoing attacks by imperialist agents are aimed at weakening the state of our alliance. The Party will continue to defend the NDR and the leading organisation of alliance the ANC from the forces of darkness and all corners of the world.

Imperialists will by any means defend their interest in every state hence they will try to destabilise the ANC-led government or either form other reactionary organisations.

We commit to "unite the people`s camp, neutralise our detractors and isolate the enemy". We will fight against lumpen-tenderpreneurs and dare not to fail. The 1996 class Project and new tendency tried to be hegemonic, however they were isolated. Lumpen-tenderpreneurs` zeal is to derail the revolution and milk the resources, but they will never overcome working class hegemony and unity. The council declared to fight against corruption in the public and private sector including within the movement. This should be located within the progressive theme of the 8th congress: "Advance and deepen working class power and hegemony in all key sites of struggle".

Transform the Financial Sector to Serve our People

The economy of our country remains in the hands of the minority. There is a need for a radical transformation; hence we will continue to advance our struggle through the Financial Sector Campaign Coalition.

We reaffirm the SACP Central Committee position on the land and agrarian questions. We further make a clarion call to our government to expedite land redistribution. This should be in the context of realigning the large-scale farms into small-scale mass farms for radical food production and food security through sharing rather than individuals owning many hectors without utilising or at the end using them for wrong tendency.

INTERNATIONAL CONTEXT

Swaziland: Mswati Props up throne with family and friends in top posts.

We have noted developments where relatives and cronies of King Mswati were appointed into strategic positions. We believe tradition and religion as elements of the superstructure are being used to entrench this excessive monarchy. We condemn the continued undermining of democratic processes in that country and further call for unity amongst the progressive structures in Swaziland. The self-centred king continues to abuse and loot resources, further subjugating women and progressive forces in favour of puppets.

We will continue to support the Communist Party of Swaziland and other revolutionary forces who are calling for the obliteration of the Mswati`s Tinkundla regime. We are calling on these progressive forces to unite and fight for a common purpose.

Expose the Masters of Imperialism

The posture by the masters of imperialism (U.S led by Obama), with their interests in the Middle East and obsession with bombings across the globe, are portrayed as international police, using their outright attacks on other countries and dictatorship on how other states should behave. The recent situation in Ukraine and the referendum in Crimea show that the people are tired of Imperialist agendas across the globe. The exercise has proven a power shift in the global sphere and imperialism as the highest stage of capitalism is crumbling. They are so desperate to cause havoc across all regions in the continent and globally.

The council noted the attempts to destabilise the Southern African Development Community (SADC) and surround South Africa by these imperialists through establishment of military bases within the continent. We will continue to give ideological and class analysis of developments within the SADC Region. But more decisively, we will lead action in defending our society.

Defend the Working Class Interests against foreign Tendencies

The council affirms its support for COSATU in fighting against the unjust modern-day slavery (Labour brokers), and sky-rocketing toll gates in Mpumalanga in the context of our campaign as the SACP for a reliable, accessible, integrated and affordable public transport which we believe must be the central focus going forward.

We make a clarion call for the ANC-led government to speedily introduce the Moloto-Railway Corridor. We cannot accept to experience accidents at the Moloto Road (R573) continuously.

We will continue to fight against the tenderization of essential and basic service in all government institutions in Mpumalanga. We believe this will lead to the all needed systematic demise of the lumpen-tenderpreneurs.

Municipalities collapse due to greediness of this tendency and those defiant are to be removed as they become stumbling blocks.

There are forces within the movement who behave like masters of Marxism and Leninism whilst they vulgarise the same ideology. The obsession by the National Union of Metalworkers of South Africa`s leadership clique under "Irvin Gymnastics" in claiming to be a vanguard and a working class representative is not just misleading but is a pseudo-vanguard with a political constipation of pseudo left-rhetoric and sound bites. Workers should be warned to be careful of business unionism.

The continued insults against leadership of the alliance clearly show unity of this clique with counter-revolutionary forces advancing the imperialist`s agenda to weaken the alliance. Our Red brigades will be going to NUMSA-organised industries and call for workers to vote for the ANC. We don`t need any permission to advance this freedoms of expression and association anywhere in the country. We must remind the ‘Gym Clique` that a trade union will never be a political party and dividing working class unity is not in the best interest of our ultimate objective which is Socialism.

2014 NATIONAL AND PROVINCIAL ELECTIONS: Defeat Populist Demagogues

The SACP has a historical responsibility of advancing and consolidating the National Democratic Revolution, led organisationally by the ANC. We shall continue to mobilize the South African society to vote for the ANC come 7 May 2014. The ANC remains the only vehicle which has the necessary capacity to drive the radical socio-economic transformation agenda.

We will defeat the right-wing flag-waving and political demagogues used by the imperialist forces who seek to take-over South Africa by or on 2019, as they allege. The international funders are exposed hence you see marriages which failed to last for a day. We note the desperation by these counter-revolutionary forces dreaming to be government in waiting.

The South African society must reject the Apartheid apologist, the DA and the other reactionary political parties including the newly extreme right-wing organisation with left-rhetoric sound bites which may be misleading.

We will focus on the hotspots across the province in our quest to defend and deliver a landslide victory for the ANC. The Red Brigades will be dispatched across the province mainly focusing on Bushbuckridge, Delmas, Mbombela, Mkhondo and eMalahleni as we believe there is a bit of challenges at these respective areas.

Statement on Party building and renewal

"Unite the people`s camp, Neutralise our detractors and isolate the enemy"

The South African Communist Party (SACP) Eastern Cape Provincial Working Committee (PWC) on the directive of the Provincial Executive Committee (PEC) meeting held on the 06 March 2013 at the East London City Hall visited Mbuyiselo Ngwenda District (Nelson Mandela Region). The purpose of the visit was to inform Party membership of the decisions to suspend the SACP District Secretary, Cde Nokuthula Tyetyana and the SACP District Chairperson, Cde Zilindile Tambo, and the decision to disband the SACP Mbuyiselo Ngwenda District Executive Committee (DEC) after political guidance and decisions of the SACP Central Committee and SACP PEC were defied.

The meeting held yesterday, 13 March 2013 at Nangoza Jebe Hall in Port Elizabeth was a resounding success as the decisions were communicated and an SACP District Interim Leadership Core (DILC) was announced under the leadership of Cde Andile Mfunda as the Convenor and Cde Sandile Adam as the Coordinator.

The meeting appreciated those who consider themselves to be bound by the SACP constitution and respecting the internal processes. In the same vein the meeting noted with great concern those who were threatened not to attend and were instead intimidated to attend a factional meeting designed to undermine once again the authority of the SACP.

We wish to put it on record that we are committed to defend the SACP from all efforts that are driven by personal interests seeking to ride and hide behind the SACP. We will work to expose them from genuine cadres of our party and we shall and will not be used as a vehicle to recruit a base for counter revolution and personal agendas. We will not hesitate to take any action to defend the SACP against such acts of ill-discipline and anarchy.

We see the agenda of these forces even if disguised, as one whole of an imperialist agenda to undermine and remove the ANC led forces from power before the implementation of our adopted program of the radical second phase of the transition. This is at the heart of these forces` agenda that represent the two sides of the same coin between them and the DA led opposition.

We remain as the party committed to working with our allies in resolving the challenges of housing, unemployment, inequality, poverty and corruption facing our people.

The following comrades were appointed to serves in the SACP Mbuyiselo Ngwenda DILC: Andile Mfunda – Convenor, Cde Sandile Adam – Coordinator, Rose Vrolik, David Davidson, Sicelo Vena, Nandi Dayile, Zodwa Zothani, Mazwi Mini, Mxolisi Manyathi, Africa Maqolo, Fikile Fikile Koba, and Nomakhwezi Xunjwa.

We wish to congratulate them on their appointment and all the best in this revolutionary task. The PEC will continue to support and guide them in their collective efforts. We call upon genuine members of the SACP in Mbuyiselo Ngwenda District to respect the decision taken by the SACP PEC.

We also wish to call upon our members and the workers and the poor at large to guard against being used for any other interest outside those of the working class.

Forward to the overwhelming ANC victory in the coming 7 May general election for the radical second phase of the transition.
