SADC declares Zambia's election free and fair

The Southern African Development Community (SADC) on Saturday declared that Zambia's presidential election was free and fair, despite claims of vote-rigging by the opposition.

"It is SADC's overall view that the elections were conducted in an open, transparent and professional manner," said John Kunene, who headed the SADC observer team to Zambia.

SADC also urged opposition candidates who have alleged vote fraud in Thursday's poll to formally take up their complaints with authorities.

"No acts of intimidation were observed or reported countrywide," Kunene said.

"SADC pleaded with the different political parties to follow the relevant institutions in Zambia to address any grievances," he added.

The 15-nation bloc "commends the Electoral Commission of Zambia for the professional management of the recently concluded elections and commitment to produce credible and legitimate electoral results", Kunene said.

Zambia's opposition leader Michael Sata holds a slight lead over acting President Rupiah Banda in the election. Sata has accused authorities of planning to rig the vote, charges the election commission has denied.

Sata had 40,7% of the vote compared with 38,5% for Banda, with nearly three-quarters of the 150 constituencies reporting, giving Sata a lead of just 35 364 ballots, said Electoral Commission of Zambia chairperson Florence Mumba.

The Patriotic Front (PF) leader, who has frequently accused Banda's ruling Multiparty Movement for Democracy (MMD) of election fraud, had seen his lead narrow sharply as results trickled in.

Sata stormed into the Lusaka vote centre after the latest release of results and accused the ruling party of being "a bunch of thieves", saying the voter roll had been inflated in Banda's favour in MMD strongholds.

"These are fake," the fired-up leader told journalists. "This election is not free and fair."

When asked if he would accept loss, Sata replied: "How do I accept defeat when I have not been defeated?"

The MMD said Saturday the party was confident of victory over Sata. Results have already been announced in most of Sata's strongholds. -- AFP

Banda slices Sata’s lead

MMD candidate, Rupiah Banda had by last night closed the gap from an average of 100,000 to about 48,000 with about 57 constituencies remaining to be declared.

Electoral Commission of Zambia (ECZ) chairperson, Florence Mumba said last evening that PF’s Michael Sata led with 518, 479 votes, trailed by MMD’s Rupiah Banda with 469, 789 votes.

United Party for National Development (UPND)’s Hakainde Hichilema got a total of 259, 928 votes as Heritage Party (HP)’s Godfrey Miyanda was still trailing with 10,184 votes in about 90 constituencies.

In Kalulushi constituency, Mr Sata polled 10,939, Mr Banda 7,085 while Mr Hichilema got 1,068 with Brigadier General Miyanda getting 110. In Ndola Central Mr Sata polled 12,460, Mr Banda 6,226, Mr Hichilema 1,550 while Mr Miyanda got 273.

Justice Mumba said that in Milanzi, Mr Banda polled 5,872; Mr Hichilema got 1,050, Mr Sata 849 and Brig Gen Miyanda 129. In Mkaika constituency, Mr Banda polled 9,527, Mr Sata 1,544, Mr Hichilema 406 with Brig Gen Miyanda getting 60. In Kapoche constituency, Mr Banda polled 7,571, Mr Sata 2,147, Mr Hichilema 291 and Brig Gen Miyanda 83.

In Nchelenge, Justice Mumba said that Mr Sata polled 8,470, Mr Banda 2,766, Mr Hichilema 274 and Brig Gen Miyanda got 38. In Mbala constituency, Mr Banda polled 6712, Mr Sata 4,649, Mr Hichilema 312 and Brig Gen Miyanda got 56.

In Mufumbwe constituency, Mr Banda polled 5,503, Mr Hichilema got 2,037, Mr Sata 213, and Brig Gen Miyanda got 61. In Choma Central constituency Mr Hichilema got 15,462, Mr Banda got 3034, Mr Sata poled 924 and Brig Gen polled 291.

Justice Mumba said that in Mbabala constituency, Mr Hichilema polled 8,166, Mr Banda 2369, Brig Gen Miyanda 165 while Mr Sata got 128. In Pemba constituency Mr Hichilema polled 8422, Mr Banda 1928, Brig Gen Miyanda 214 and Mr Sata 87.

In Dundumwezi constituency, Mr Hichilema polled 9,036, Mr Banda 584, Brig Gen Miyanda 197 and Mr Sata 57. In Mapatizya constituency, Mr Hichilema polled 8,186, Mr Banda 3323, Brig Gen 248 and Mr Sata 168.

In Chikankata constituency, Mr Hichilema got 8,782, Mr Banda 2,131, Mr Sata 474 and Brig Gen Miyanda 231.

Justice Mumba said that in Magoye Mr Hichilema polled 8,433, Mr Banda 1,578, Mr Sata 169 and Brig Gen Miyanda 149. In Sinazongwe constituency Mr Hichilema got 13,579, Mr Banda 2916, Mr Sata 416 and Brig Gen Miyanda got 282.

In Katuba constituency, Brig Gen Miyanda polled 74 while Mr Sata got 1,372 and Mr Hichilema and Mr Banda getting 2,684 and 5,884 respectively. In Kwacha constituency, Brig Gen Miyanda polled 96, Mr Hichilema 1,277 while Mr Banda got 6,051 and Mr Sata getting 6,586.

In Bwana Mkubwa constituency, Brig Gen Miyanda got 114, Mr Hichilema 1,145 with Mr Banda getting 4,718 and Mr Sata polling 12,056. Justice Mumba said that in Kabushi constituency Mr Hichilema got 779, Brig Gen Miyanda got 97, Mr Sata getting 11,944 and Mr Banda polling 3,815.

In Chadiza, Brig Gen Miyanda got 87, Mr Sata polled 5,002 with Mr Hichilema and Mr Banda polling 844 and 5,957 respectively. In Chasefu consistency Brig Gen Miyanda got 196, Mr Hichilema 1,364, Mr Sata 2,849 and Mr Banda getting 7,572.

Justice Mumba said that in Msanzala constituency Brig Gen Miyanda polled 46, Mr Hichilema 206, Mr Sata 1,326 and Mr Banda getting 8,311 while in Kawambwa constituency Brig Gen Miyanda got 13, Mr Hichilema 63, Mr Banda 2,077 and Mr Sata polling 4,967.

In Pambashe constituency, Brig Gen Miyanda polled eight, Mr Hichilema 33, Mr Banda 1,622 and Mr Sata 3,040. Justice Mumba said that in Feira constituency Brig Gen Miyanda got 43, Mr Hichilema 542, Mr Sata 1,288 and Mr Banda polling 2,681.

In Chilanga constituency, Brig Gen Miyanda polled 75, Mr Hichilema 3,439, Mr Banda getting 3,913 and Mr Sata polling 3,981.

In Chongwe constituency, Brig Gen Miyanda got 127, Mr Hichilema 2,595, Mr Sata 4,264 and Mr Banda polled 9,918 while in Chawama constituency Brig Gen Miyanda got 88, Mr Hichilema got 4,052 while Mr Banda polled 7,474 with Mr Sata getting 17,563.

In Kanyama constituency, Brig Gen Miyanda got 123, Mr Hichilema 6,731, Mr Banda 8,253 and Mr Sata 16,507. In Mandevu constituency Brig Gen got 206, Mr Hichilema 3,202, Mr Banda 12,377 while Mr Sata got 27,117.

In Matero constituency, Brig Gen Miyanda got 172, Mr Hichilema 3,235, Mr Banda 10,049 while Mr Sata got 26,714. In Munali constituency, Brig Gen Miyanda got 262, Mr Hichilema 5,915, Mr Banda 11681 and Mr Sata 25,172.

Justice Mumba said that in Kabompo East constituency Brig Gen Miyanda got 60, Mr Sata 122, Mr Hichilema 3,910 and Mr Banda 4,211. In Kabompo West Brig Gen Miyanda got 49, Mr Sata 209, Hichilema 2,516 and Mr Banda 3,482.

In Solwezi central constituency, Brig Gen Miyanda got 63, Mr Sata 2,270, Mr Hichilema 2,562 and Mr Banda polled 9,622. In Solwezi West Brig Gen Miyanda got 96, Mr Sata 382, Mr Hichilema 2,851 and Mr Banda 5,504.

Justice Mumba said that in Mazabuka Central constituency Brig Gen Miyanda got 114, Mr Sata 2,121, Mr Banda 3,567 and Mr Hichilema 10,381. In Sesheke constituency Brig Gen Miyanda got 48, Mr Sata 424, Mr Hichilema 1,431 and Mr Banda polled 4096.

In Siavonga constituency, Brig Gen Miyanda polled 276, Mr Sata 622, Mr Banda 1,851 and Mr Hichilema 10,484.

In Kabwe Central constituency, Brig Gen Miyanda got 137, Mr Hichilema 1,928, with Mr Banda polling 6,989 and Mr Sata 10,270. In Chingola constituency, Brig Gen Miyanda polled 159, Mr Hichilema 1,675, Mr Sata 13,158 while Mr Banda got 5,645.

In Nchanga constituency, Brig Gen Miyanda polled 146, Mr Hichilema 866, Mr Sata 13,688 and Mr Banda polled 2,575. In Chimwemwe constituency, Brig Gen Miyanda got 72, Mr Hichilema 678, Mr Banda polled 5,324 and Mr Sata got 11,643.

She said in Kamfinsa constituency, Brig Gen Miyanda got 89, Mr Hichilema 750, Mr Banda 4,043 and Mr Sata polled 8,943. In Kwacha constituency, Brig Gen Miyanda polled 160, Mr Hichilema 1,421, Mr Banda 5,850 and Mr Sata got 14,428.

Justice Mumba said that in Nkana constituency, Mr Hichilema got 917, Brig Gen Miyanda got 105, Mr Sata 12,323 and Mr Banda polled 3,037. In Wusakile, Brig Gen got 58, Mr Hichilema 557, Mr Banda 3,335 and Mr Sata got 11,968.

In Luanshya constituency, Brig Gen Miyanda polled 97, Mr Hichilema 829, Mr Banda 6,188 and Mr Sata got 9,620 while in Roan constituency, Mr Sata got 7,634, Brig Gen Miyanda polled 54 with Mr Hichilema getting 339 and Mr Banda polling 3,767.

In Kankoyo constituency, Brig Gen Miyanda polled 42, Mr Hichilema got 345, Mr Banda polled 2,254 and Mr Sata got 6,200. In Kantanshi constituency, Mr Sata polled 10,595, Brig Gen Miyanda polled 66, Mr Hichilema got 433 and Mr Banda polled 2,569.

In Mufulira constituency, Mr Sata got 6,261, Mr Banda polled 3,481, Brig Gen Miyanda 69 and Mr Hichilema polled 489 while in Chifubu constituency Brig Gen Miyanda polled 96, Mr Hichilema got 920 with Mr Banda polling 5,150 and Mr Sata got 10,343.

In Petauke Central, Mr Banda polled 10,120, Brig Gen Miyanda got 118, Mr Hichilema polled 356 and Mr Sata got 2,426. In Kabwata constituency, Mr Sata polled 18,657, Brig Gen Miyanda got 200, Mr Hichilema polled 4,669 and Mr Banda got 5,941.

In Lusaka central constituency, Brig Gen got 194, Mr Hichilema polled 4,035, Mr Banda got 6,257 and Mr Sata polled 14,866 while in Itezhi-tezhi constituency, Brig Gen got 65, Mr Sata got 248, Mr Banda polled 3,244 and Mr Hichilema polled 3,903.

In Milenge, the MMD scored 2 217 votes while the PF trailed with 1 902 votes and UPND got 51 votes and HP managed six.
Chipili Constituency saw the PF lead with 3,703 votes and the MMD trailed with 1,280 votes.

The UPND got 37 votes and the HP had in an election where nine were rejected and 41 votes disputed.
In Mwense Central, from a total of 8 362 votes cast, PF’s Michael Sata got 5 ,858 and the MMD’s Rupiah Banda got 2,198.

The UPND’s Hakainde Hichilema had 198 votes and the Heritage Party’s Gen Miyanda managed 20 votes in a poll where 88 were rejected.

In Mambilima Constituency, the Mr Sata got 3 264 while the Mr Banda got 2 288.
UPND Mr Hichilema received 91 votes and the General Miyanda had 19. 75 votes were rejected and five were disputed.

In Bangweulu Constituency, the PF scored 11 252 votes and the MMD trailed with 2 529 votes while the UPND got 162 votes with the HP getting 48 votes only.

The Chifunabuli Constituency saw the PF going away with 8 422 votes and the MMD being the closest with 4 044 votes.
UPND got 150 votes and the HP had 36 votes.

In Luangeni, Mr Banda 7,944 votes Mr Hichilema, 1,173 votes Mr Sata 1,125 votes and Gen Miyanda 99 votes, A total number ballot papers 174 were rejected.

In Chipangali constituency, Mr Banda got 9,181, Mr Hichilema 740 votes Mr Sata 1,141 votes Gen Miyanda 98 votes. Total number of rejected ballot papers was 207.

In Luena constituency, Mr Banda polled 5821. Mr Sata 504, General Miyanda 41 and Mr Hichilema 627.

In Sinda, the MMD was leading with 10 271, followed by PF with 753 and UPND got 409 with HP trailing with 126.
The MMD was also leading in Malambo with 5 ,389 votes and PF was closest with 898 votes.

UPND scored 520 and HP scored 71.
For Lumezi, MMD got 6 772 votes, PF 3 176votes, UPND had 465 votes and HP 113.
In Kafue, Mrs Mumba said MMD got 7 313 votes , PF 5 213 votes and UPND got 4 393 votes and HP managed 164.

In Rufunsa, MMD got 4 250 votes, PF got 760 votes, UPND 707 votes and HP got 43 votes.
For Chinsali, PF polled the highest votes with 8 272 votes and was trailed by MMD with 1, 558 votes while UPND scored 99 votes and HP got 52 votes.
PF scored 6, 426 in Shiwanga’andu and MMD scored 1 708 with UPND trailing with 39 votes and HP 22 votes.

In Lukashya, PF led with 12, 022 votes and MMD got 2, 916 and UPND managed 149 votes and 85 votes went to HP.
In Lubansenshi, Mr Sata got 5, 424 votes, MMD got 1,692, UPND got 47 votes and 19 votes for HP.

PF continued to lead in Mfuwe with 4,226 votes while MMD polled 907 votes and UPND got 36 votes and HP got 12 votes.
In Mpika, PF got 8 350 votes and MMD got 1,687 while UPND scored 141 with HP getting 47 votes.

For Mporokoso, PF got 3,931 votes, MMD got 1,449 votes and UPND got 62 votes as HP got 13 votes.
In Kasempa, MMD got 5,367 votes, UPND followed with 1,556 votes as HP got 386 votes while PF was last with 52 votes.

Zambezi East, MMD won 4,996 votes, UPND got 3,220 votes and PF received 163 votes as HP got 58 votes.
In Kalomo Central, UPND scored the highest votes with 12,121 votes, MMD trailed with 2,446 as PF got 297 votes and HP got 249 votes.

UPND continued to lead with 9,843 votes, followed by MMD with 5,469 votes and PF had 284 votes as HP received 259 votes.
In Livingstone, MMD was leading with 9 450 votes, UPND had 8,786 votes followed by PF with 4,832 votes and HP had 145 votes.

Bweengwa saw UPND poll 8 515 votes, MMD get 877 votes as HP received 117 votes as PF received 74 votes. In Moomba, UPND got 5 084 votes and MMD got 760 votes while HP received 96 votes and PF managed 92 votes.

In Namwala, UPND led the polls with 9,721 and MMD got 2,298 votes as PF received 174 votes and HP received 94 votes.
Mongu Central, MMD got 9 ,832 votes as PF got 2,917 votes and UPND received 1,150 votes and HP got 125 votes.

In Mpongwe, MMD scored 7,525 votes and PF got 1,854 votes as UPND got 917 and HP 28 votes.

In Vubwi, MMD led with 3,925 votes and UPND got 452 votes and PF received 373 votes as HP got 65 votes.

Chipangali, MMD got 9,881 votes as PF got 1,141 votes and UPND got 740 votes and Gen Miyanda got 98 votes.
