Ntsebenziswano Secondary School Phillipi

On the 28 February 2015, the South African Communist Party (SACP) in the Brian Bunting District convened its first District Council, which brings together members from all the structures of the SACP in the Cape Metro including its youth wing. This Constitutional gathering fulfills the requirements of the constitution but importantly the council constitutes a major political necessity in the current political situation. This is the highest decision making body within the District between Congresses.

On Party Building

Delegates considered orgnisational renewal and design of the SACP delivered by cde. Mhlekwa Nxumalo with the view to strengthen the Party to play its leading role as a vanguard Party of the working class. The critical question, which delegates considered was whether the Party is positioned properly to respond to emerging problems confronting the working class. Other issues include the SACP in relation to State Power and how deployed communists tackle issues within the state even though they are deployed under the banner of the ANC.

We further need to ensure mobilization of young people, students, and young workers to rally behind the YCL given the weak nature of youth politics. The reorientation of the YCL needs to be a youth wing of the SACP.

On building our communities

Delegates also considered developments within the City of Cape Town including moves, in which the ANC is complicit, of Balkanizing the city by reintroducing municipal administrations in Khayelitsha, Peninsula, Central etc. As the Party we reject this disintegration of the City defeating the historic mission ensuring a non-racial, non-sexist, united and democratic society.

Further the City is guilty of grossly neglect of the priorities of the poor. This is evidenced by continued successive under-expenditure. The recent Auditor General’s report, as it was in preceding years, the City underspent by R1.1 billion. This is an insult to the poor where there is massive housing shortage as well as bulk supply of water and electricity. Majority of the poor in Sweet Home, Barcelona, Nkanini, Valhala Park and many working class communities are neglected.

Under the DA administration the unemployment levels have risen to 24% and youth employment increased to 34% whilst unemployment for black people increased dramatically.

On Racism in Cape Town

We further reject the racist attitude prevalent in Cape Town, which is inspired by Zille’s institutionalized racism referring to black people as refugees. The racial attacks are an affront to the advances we have made since the dawn of democracy in 1994.

Therefore the poor and marginalized majority of the working class in Cape Town must reject the DA government in their communities and at the polls in order to restore the revolutionary Alliance for their own dignity and develop.

Skewed economic development

Council also noted the skewed patterns of economic development under the DA government. The speculative investment of public funds in African Bank and Capitec the largest mashonisas of the financial sector. As the Party we advocate for building and strengthening of the solidarity economy to serve the poor hence our campaign to build the cooperatives movement under the banner of the Financial Sector Campaigns Coalition.

Building trade unions

Council also recognized the weaknesses within the trade union movement. Our established commission needs to focus to ensure prevention of erosion of progressive politics within the trade union movement. We need to intensify the political responsibility of reconnecting with workers and shopstewards and ensuring that leadership leads workers struggles not from remote offices.

Alliance relations

In relation to the Alliance, delegates were extremely concerned about the weaknesses prevalent within the Alliance. The Council also recognized and affirmed the ANC as the leader of the Alliance; and also an independent ally of the SACP and COSATU with SANCO. The council also noted that since 2011 Congress constitutional gatherings of the ANC have been substituted by Council Caucus meetings within the Council Chambers in the City of Cape Town.

The Council is therefore convinced that in the interest of the National Democratic Revolution urgent intervention from proper structures of the ANC is required.

Return of SACP Cde JB Mark and Moses Kotane

Delegates applauded the return of the mortal remains of our stalwarts comrades Moses “Malume” Kotane and JB Marks who led the Party and the broader movement with distinction both at home and internationally. Working hand in hand with the National Union of Mineworkers and our Allies, we have to celebrate and provide a correct political content to mark their contribution to the liberation of our country.

On the international front

On the international front Council applauded the resilient Cuban revolution for the ultimate return of the Cuban Five heroes who were illegally incarcerated in the USA. Further, delegates welcomed the opening of diplomatic channels between Havana and Washington which must usher an end to the illegal economic blockade imposed by the USA onto Cuba many years ago.

We welcome the emergence of left forces in Greece and strides to restore economic democracy against the greed of the capitalist system perpetrated by the Eurozone countries. We also note the rise of confidence in socialism in other countries such as Spain.
