Haiti: Massive Fraud Detected in Presidential Election

The Provisional Electoral Council (CEP) announces that after investigation and analysis, a set of fraud was detected in 296 minutes quarantined (mentioned as receivables) http://www.haitilibre.com/en/news-15672-haiti-flash-9146-of-pv-treatedresults-today-update-12pm.html for the presidential elections of 25 October.

Type of fraud detected :
- Votes superior to the voters of BV;
- Number of National Identification Card (CIN) different from that of the votes;
- Missing data with false CIN;
- Minutes non-compliant with the tally sheet;
- Difference between digit and letter of counting of votes;
- List Partial Electoral not corresponding to the PV;
- Fraudulent Alteration (PV without LEP);
- LEP with false CIN;
- Vote without CIN.

The CEP said that in reference to section 171.1, authors and accomplices of these frauds will be identified prosecuted and punished for violation of the Electoral Decree, recalling that according to Article 168 of the Electoral Decree, "the counting Minutes is drawn up and signed by the members of the polling station and the representatives of parties, political groupings, cartels or candidates."

Pierre Louis Opont, the President of the CEP, said the electoral council is able to identify the temporary staff responsible for such offenses, punishable under Articles 211 and 21 J. 1 of the Electoral Decree, as well as representatives of political parties and observers having affixed their signatures on these PV.

Note that these 296 PV have not been included in the publication on November 5, of preliminary results of the presidential election http://www.haitilibre.com/en/news-15684-haiti-flash-jovenel-moise-vs-jude-celestin-at-second-round.html . According to our sources the final results of the first round of the presidential election should be published by the CEP November15, 2015 and election legislative November 22.
