South African Communist Party KwaZulu Natal PEC Statement
8 September 2014
The Provincial Executive Committee of the SACP in Moses Mabhida Province (KwaZulu Natal) held its meeting in Pinetown on the 7th of September 2014. The PEC Meeting was extended to the Chairs and Secretaries of the Young Communist League Districts leadership.
Among a number of issues pertaining to current Political developments in the country were issues on Inkandla, the so-called spy tapes, NPA, and the disruption by EFF of the Parliament. The PEC also debated the approach to the second phase of radical economic transformation, the student strike in UKZN and the recent land tenure summit held in Ekurhuleni.
The PEC is of the view that right-wing forces in South Africa are on rampage. There is a well-co-ordinated effort and a well-planned agenda to disrupt and destabilise the ANC President Zuma led government and force a regime change. The intention is to force a situation where the current leadership will be displaced so that a capital and market friendly regime will then be ushered in to lead the country. There is also a strong view that South Africa`s strong alignment with countries outside the West in terms of economic ties and trade, particularly its inclusion in the Brazil, Russia, India, China and South Africa group (BRICS), does not auger well with imperialists forces led by the U.S and Britain who consider South Africa as their own created market. The meddling of the likes of Nathan Kirsh on our domestic politics should be understood in that light. This offensive directed to our government and the President is motivated and co-ordinated along these lines, therefore co-ordinated across political Party lines.
Inkandla, and the Public Protector
Informed by the above is the consistent onslaught waged from all fronts towards the President over Inkandla. The matter is currently in the hands of the National Assembly, which must be respected, and be given required opportunity to deal with the matter. We, however, observe yet another co-ordinated effort to influence the outcome of the National Assembly or to create conditions for the rubbishing of its work. The recent letter by Advocate Thuli Madonsela in her overreaching conduct and the subsequent timed comments by Irvin Jim and Zwelinzima Vavi need to be understood in that context. Thuli Madonsela has clearly demonstrated that she is possessed.
The Public Protector cannot be the investigator, the prosecutor, the judge, the police, and a political activist, all at the same time: Madonsela`s conduct blurs these lines and suggests otherwise, seeking to accumulate controlling power for the Ombudsman.
National Prosecutions Authority
The other unfortunate developments are in the National Prosecutions Authority (NPA). Again it is clear that now the NPA is running along Political lines and the right-wing forces are having an upper hand. The recent suspension of Advocate Lawrence Mrwebi, Advocate Jiba and the resignation of Advocate Prince Mokotedi demonstrate the victories the right-wing has thus far scored at NPA. The ridiculous charges laid against Adv. L. Mrwebi are confirming the above and show that the rule of law in South Africa is now under the dictate of the right-wing forces.
The PEC called upon investigation on the deliberate and political destabilisation of the NPA. It is clear that the take-over of the NPA is the preparation for trumped up charges targeted at our leaders, and President Zuma appears to be the first target. We also call upon a speedy resolution of the Nxasana matter.
State security
The status of our intelligence also received the attention of the meeting.
There is serious concern on the current state of our Intelligence structures and capability. Such happenings like Marikana, Inkandla, the called spy tapes and the current turmoil in the NPA are indicative of a severe problem. All of these, and the recent disruption of Parliament, indicates a strong need to revisit our Intelligence regime in terms of capacity and role.
We are of the view that our President and government must establish a commission to investigate the capacity of our intelligence system as a whole.
Land reform and rural development
The PEC applauded the Minister of Land Reform and rural development on holding the Land Tenure Policy Summit held over the last weekend in Boksburg. The effort shown by the Minister is unparalleled and requires support from all patriots. However, the PEC raised concerns and reservations about a suddenly emerging interest by some traditional structures who now want to claim the land for themselves. The PEC views this as reflecting the colonialists` shaped history of some of these traditional leaders. The PEC appealed to the government not to entertain any attempt that will throw us back to feudalism. We are steadfast on the land related clause in the Freedom Charter which stipulates that the Land belongs to all who live and work on it. In this regard foreign and private ownership of our land must be abolished retrospectively.
Disruption of Parliament
The PEC condemned in the strongest terms the backward conduct and behaviour of EFF in the National Parliament. Some in the media who would like to fool the people have narrowed the entire fiasco to a question as if Parliament was not violently disrupted. The people of South Africa should be very worried about this type of behaviour being accommodated in the supreme body of our country.
The Parliament conducted through personal hatred, ill-discipline and anarchy is bound to loose respect of the people. It is clear that EFF is copying the dirty tricks of the fascist elements in Ukraine who are being assisted and backed by the West to rob the country of its legitimate government. The EFF needs a decisive action, not a trial and error approach.
Developments at the University of KZN
The PEC was very disturbed by the student strike in UKZN. We call upon the students and academic leadership of UKZN to quickly resolve the matter. It is about time that the government calls a Higher Education and Training Summit to look amongst others on issues like Student Finance, Student Residence, Status of Academic institutions, and the curriculum.
Transform the Financial Sector to Serve the People!
The meeting concluded by agreeing to intensify the Financial Sector Campaign and work for a successful launch of National Red October Campaign on the 3rd October 2014 at Hammasdale (Mpumalanga Sport Grounds), in our province. To this end, the meeting committed itself to hold a Financial Sector Summit in December 2014 and the Skills Summit early 2015.
