Delegates Hail Vision 2030, Devolution

The 17th Annual Zanu-PF Annual National People’s Conference underway here will focus on setting the foundation for the creation of an upper middle-income society by 2030 in fulfilment of the party’s promises during the July 30 harmonised election, a senior party official has said.

Addressing delegates to the conference yesterday, party national chairperson Cde Oppah Muchinguri-Kashiri said President Mnangagwa had refocused the party towards initiating accelerated economic development.

“You may recall that last year the party held a special Extraordinary Congress in Harare which saw a leadership renewal, vital to the alignment of our party ethos to the revolutionary principles of the liberation struggle.

“This ushered in a new era, which became a point of reference for the new dispensation.

“From the party congress, Zanu-PF evolved into a united front with a clear manifesto promising our people unity, development, fighting corruption, re-engagement to reopen Zimbabwe for business with the rest of the world and employment creation; and this was in line with His Excellency’s vision.

“After the resounding victory during the just ended 2018 harmonised elections, we witnessed the birth of the Second Republic under the astute leadership of our party’s First Secretary, His Excellency the President, Cde Emmerson Mnangagwa.

“Together with the support of his able Vice Presidents he hit the ground running by forming a lean Cabinet and in the same vein spelling out his vision of opening up Zimbabwe for business aimed at also creating an upper middle income society by 2030.

“These events have led us to converge here in Esigodini as we gather in unity to introspect, reflect, deliberate, plan and resolve on how best to successfully fulfil our promises made to Zimbabwean during the elections.”

In his welcome remarks, Zanu-PF Matabeleland South provincial chairperson Cde Rabelani Choeni said his province welcomed President Mnangagwa’s pledge to immediately implement devolution of power and authority.

He said devolution would allow individual provinces to contribute directly to national development.

“As a province we have resolved that come 2023 you are the sole Presidential candidate.

“I am very happy that for the first time in the history of this great nation, we are going to discuss devolution.

“This gives provinces an opportunity to participate in development of their areas and utilise their resources effectively.

“Your vision to immediately implement devolution in line with your mantra, ‘Zimbabwe is Open for Business’,” said Cde Choeni.

He challenged the business community to take advantage of devolution to invest.

“May I take the opportunity to invite the business community here present to explore the vast business opportunities for investment and partnerships in mining, agriculture and tourism.

“For this development to be achieved unity is of paramount importance among all stakeholders. Most of us are beneficiaries of the land reform programme and livestock is our backbone. We want to appreciate the introduction of this programme and we pray that it continues until the restocking has been achieved though we have had some teething problems,” he said.

“As a province we have not been spared by the economic hardships, however, we appreciate the efforts your Government is making to alleviate the suffering of our people.”

Minister of State for Provincial Affairs (Matabeleland South) Cde Abedinico Ncube said the party should now focus on delivering economic development in order to achieve the goals of Vision 2030.

“Your Excellency, this beautiful province has endorsed you as the party’s sole candidate for the 2023 Presidential vote because of your visionary leadership.

“You have empowered and motivated our people to be active participants in the economic transformation of our nation as clearly spelt out in this year’s theme which says, ‘Zimbabwe is Open for Business: Unity and Peace towards achieving an upper middle income economy by 2030’.

“Our focus as the ruling party is on turning around the economy as we embrace the concept of devolution, we are already working towards making sure our provinces contribute significantly to the national GDP,” said Cde Ncube.

Over 6 000 delegates are attending the conference which being held at Umzingwane High School.
