Outcomes of the SACP Provincial Executive Committee Special Plenary Session Held on 30 November 2019

The South African Communist Party (SACP) in the Eastern Cape Province convened a special plenary session of the 8th Congress Provincial Executive Committee (PEC) on 30 November 2019 at the ANC Caucus Boardroom in the Eastern Cape Provincial Legislature. The special plenary session of the PEC leadership collective was convened as part of the preparations for the SACP 4th Special National Congress to be held from 9 – 12 December 2019 at the Ekurhuleni Destiny Convention Centre in Gauteng.
The SACP PEC plenary session was attended by, amongst its members, two SACP Central Committee members, Comrade Buti Manamela and Comrade Mluleki Dlelanga. Comrade Buti Manamela led a presentation on the SACP 4th Special National Congress discussion documents.
The special plenary session was convened after the burial of King Mpendulo Calvin Zwelonke Sigcawu of the Xhosa Kingdom, who was buried on 29 November 2019 at the Nqadu Great Place. The SACP Eastern Cape Province once more conveys its message of condolences to the family and the people of South Africa.
The SACP Eastern Cape Province sends its profound words of solidarity to the people of Raymond Mhlaba Local Municipality who have been negatively affected by the tornado that hit the area on 29 November 2019. We convey our heartfelt condolences to the families who lost their loved ones in the disaster. We commend the prompt response by the provincial government in assisting the affected people.
Towards the SACP 4th Special National Congress
The PEC special plenary session was preceded by District Councils in all our districts wherein the structures of the Party discussed the SACP 4th Special National Congress discussion documents. The PEC special plenary session received reports from the District Councils which were consolidated with the discussions in the PEC plenary session to formulate the provincial perspective towards the Special National Congress.
The PEC special plenary session emphasised the importance of the 4th Special National Congress as the platform for the SACP to reposition itself as the campaigning, vibrant and agile party of the working class. The SACP Special National Congress is convened at a time when the country is faced with various challenges, including, but not limited to, the stagnant economy, challenges of social reproduction, gender-based violence, unemployment, inequality, etc.
It is in this context that we are of the strong view that the Party should use its Special National Congress to provide solutions to these complex challenges here at home and globally. Such strategic responsibility requires a renewed and repositioned campaigning party.
The current political moment calls on the Party to be stronger, with all its structures, regardless of their location, appreciating that they all have an equal and coherent role to play in building the Party. It is our considered view that if we are to make any revolutionary advance, including building the movement and the left popular front, we should anchor that political and ideological work on a strong party.
Provincial context
The SACP PEC Plenary Session notes and welcomes the arrests made in relation to the Amathole toilet scandal, where millions were squandered by some corrupt elements. The Party in the province has been calling for decisive action against those implicated in the scandal. This is informed by our principled fight against corruption wherever and wherever it raises its ugly head, for we understand that corruption robs the people. The Amathole toilet scandal is a direct assault on the dignity of the rural people, particularly women, as they are forced to go to the bushes to relieve themselves and get exposed to many dangers.
On the Public Service Commission report on the Department of Transport
The SACP PEC special plenary session noted with concern the report tabled by the Public Service Commission (PSC) on the outcomes of investigation into allegations of irregular appointments and procurement at the Eastern Cape Department of Transport. The PSC report indicates acts of manipulation of the recruitment and procurement processes for the benefit of certain cartels. The report represents an important step in dismantling the corruption web in the provincial administration which has entangled the public service.
As the SACP, we are calling for full implementation of the PSC recommendations and consequence management. We are of the firm view that the African National Congress as the mandating party must take swift and decisive action against those implicated to root out corruption in the province and restore public confidence in the ANC. In this period of renewal, it is important that action is taken against wrongdoing, regardless of who is involved, to affirm the ANC position of zero tolerance against corruption.
Proposed toll gates
The SACP PEC Special Plenary Session noted the proposed tolling of the national roads within the province by the provincial government. The SACP in the Eastern Cape Province is concerned that this proposal does not emerge through the policy development framework of the ANC-headed Alliance but emerges through government. The discussion is not a product of engagement within the ANC nor with and among Alliance structures. This approach may wittingly or unwittingly undermine the ANC headed Alliance’s primary mandating role in relation to its deployed public representatives.
We are of the firm view that this discussion ought to be taken following a widespread meaningful consultation within and outside the Congress Movement. The proposed commodification of the public roads will put more burden on the shoulders of the working class as food prices will definitely be increased. It is in this context that the SACP will engage its allies in relation to the proposed tolling through the bona fides of alliance engagements.
